Need help with getting ELS V7 to work

If anyone could help me i'd greatly appreciate it. I have followed many tutorials on how to install it and I followed them exactly but all i ever get is the lights freeze on and i can never get the menu for ELS to show up, but I can enable/disable express mode. I don't have any trainers installed so that's not the problem.Whenever I press control+M it always calls an ambulance because I have LCPDFR installed. I also have vdH police helper installed.

Have you installed ELS enabled vehicles? Also, are you using the latest patch? Running the game as administrator?

Open ELS.ini, under [CONTROLS] section find FunctionKey = 17 and ComboKey = 18 then change FunctionKey number to 18 and ComboKey number to 17. That will switch the CTRL and ALT keys, and whenever you want to open the ELS display menu (press ALT+M to open the display menu) ambulance is not going to be dispatched to your location.

 

And make sure that you are running the game with the administrative rights by going to GTA IV/EFLC folder, right click on GTAIV.exe/EFLC.exe, select 'Properties' then 'Compatibility' and enable option 'Run this program as administrator', also do the same exact thing to the LaunchGTAIV/EFLC.exe (if you have Windows 8, then ignore LaunchGTAIV/EFLC.exe part).

Try downloading this. Extract and replace files in your main GTA IV directory (http://www.hazardx.com/details.php?file=83). Also, you do not need the menu open for pressing the buttons.

None of those things helped. Still the lights are just stuck on.

 

The first fix in my previous reply is not for the lights, it's for the ambulance being dispatched to your location after you press CTRL+M. Read it carefully.

otherwise functionkey = 17 and combokey=18 (Alt) not ctrl

When you press CTRL+M keys to open up the ELS information panel, ambulance is going to be dispatched to your location too. Why? Because the keys to call an ambulance are also CTRL+M.

actually when downloaded from lcpdfr.com, it has been set as 17 functionkey and 18 for combokey

Correct.

Correct. Now, the function key is 17 (CTRL) and the combo key is 18 (ALT).

It had to be changed, unless you want to have paramedics to be dispatched to your location every time you open the ELS information panel. After you switch the function and combo keys then it's ALT+M.
